I don't hold your optimism.

First, they're still targeting old cars (pre-66) that never fell under the
program before. So if I daily-drive my '65 Mustang, which I've been
able to do without limit forever, suddenly I'm on a 12,000/year cap.

Much more disturbing, how will they know I'm under 12,000
miles/year? Am I gonna pay a $25 ("plus certificate") 'odometer
inspection' every year? Will they make it 6000mi/yr in high impact
areas? (Smog Check II spawns OdoCheck II). What if my odometer
is flat-out busted (which, in reality, mine is...)?

And there's the nagging question of the true motive: divide and conquer?
Low-mileage folks are now happy and stop complaining. High mileage
folks get skewered because there's no one else willing to stand up for
them.
