emissions fuel recovery system?

My good friend Tom here has a 70 spl311 that has developed a problem in
(what I think is the) emissions fuel recovery system. It appears that a 3/8
ID hose has come loose from one end and he can't seem to find a home for it.
The tube is attached to a  brass fitting that is affixed to the brake line
manifold with a mounting bracket. The hose is about 24 inches long and may
act as a vacuum hose as no fluid is being put out. The car will start and
run till it's warm and then die from what we think is lack of fuel. Any
ideas on where this hose should be reattached?

ps, after my much fiddling with all kinds of wiring combos I have all my
running light working as designed!!
