The top jets are air inlet and the bottom jets are fuel inlet. If you had
screwed out the emulsion tube that holds the jet you would find more jets at
the bottom. You can change the way mikuni's are jetted by changing the air or
fuel jet, the emulsion tube, accelerator pump jet, venturi size, choke size,
and I believe there are various sizes of orifaces for the venturi. There are
lots of ways to screw up a mikuni.
