Mick,

Just a few things to consider, in no particular order.

For the front carb running more air than the rear:
Have you check compression?
Have you balanced the carbs?

For not running at high speed:
Is the valve timing correct?
How old is the fuel in the tank?
Condition of plug wires and plugs?
Have you checked the vacuum?
What about exhaust system back pressure? (Vacuum test should show this.)

Carbs are usually the last thing to adjust. Ignition, air leaks, valve 
adjustment/condition all affect carb adjustment.
