My understanding is that varies with the club that you are planning
to run with; some clubs are more lenient than others.  There is no
overall sanctioning body in vintage racing that covers the entire country
like the SCCA does.

I have a stake in this question, as my TR-4 has steel flared fenders
that went on the car in '65 since it ran non-SCCA events in CA for
many years.  I also am restoring a Lotus Elan with flared fenders,
and I have the original '72 logbook that shows the flares already on
the car at that time.  Whether these cars are eligible for vintage
racing affects their value considerably, and the flares may prevent
them from being vintage-eligible despite their racing background.
They sure look good with the flares, though.

I'm not sure that either car would be eligible for most vintage events,
though, despite the historical accuracy of the flares - its all about
the show, not accuracy.  (Sorry, I don't mean to insult anyone, but
I do get a bit frustrated by some of the purists at times.)
