Tech Inspectors

Are there tech inspectors who live in or within a reasonable driving
distance to me? I wouldn't mind starting the process before the car is
complete but I sure would hate like the dickens to drag this puppy to
Maxton (10+ hours in the Towncar at warp speed) and find a cranky
inspector! Not that they are ever cranky or anything.
