The problem with shoulder bolts is the lack of material at the bottom of
the hex
to the bottom side of the head. Unlike a hex head cap screw where the
head has all
of the metal. Grade 8 is what I would use and be sure hard washers are
used on the
outside of the heim bearing. This to must be a larger dia. then the
bearing to
keep from pulling through.
