Interesting old LSR bike

If you scroll about half-way down the page you'll see what looks like a 
pre-war LSR bike, apparently an Excelsior and possibly
on the beach at Pendine (a guess by a friend of mine). Anybody know for 
sure? Malcolm?

It's pretty cool looking in any case, especially with the polished fairing 
& bodywork and a helmet that has to be seen to be believed.
