I'm assuming that the use of a carburetor and mechanical engine driven
(stock style) fuel pump constitutes a "stock fuel system"?
Hilborn injection systems are non stock?

In the broad sense of things, yes a mechanical engine driven pump is "stock".
A Hilborn system requires a shutoff in the supply line. As in all things to
do with the rules common sense should prevail. If you are using high
flow/pressure to supply fuel to your intake a shutoff of some sort needs to be
added.
Electrical fuel pumps can be considered to be shut off with the ignition. In
case of an incident this is where the battery disconnect comes in. If the
driver is unable to turn off the ignition for some reason the safety crews can
stop the pumps.
