My reading of that rule doesn't preclude pumping water around. Dan?

I don't think moveable ballast is allowed.
Rule II-10 Ballast: Ballast may be used in all categories. Ballast shall be
securely
mounted, bolted to the frame or frame structure. Use of Hose clamps, wire,
strapping,
tape, tie wraps, etc. for securing weight or ballast is prohibited.
