This may not be easy to explain. My belt sander is a 2" wide belt, the lower
wheel is 7 " in diameter and made of hard rubber.You do not use the flat part of
the belt that has the steel backing behind the belt but the lower wheel. Press
the tube against the belt at a 45degree angle below the centerline of the lower
wheel and the rubber will deflect and grind the tubing very fast. I use the edge
of the belt to dress the edges. If you grind both side evenly, it's a 90 degree
intersection. Vary the amount you grind off one side for different angles.  I 
use
80 grit Norzon belts, about $2.75 to 2.95 each but well worth the price.

I learned this trick when I worked at S&W Racecars in the 70'S. They used the
BurrKing model belt sander, the Caddy model of sanders.

I'm probably as clear as mud...maybe I could fax you a couple of shetches if
