Take a look at the SR-71 inlet. Alternatively, take a look at the variable
nozzle on the tail- end of an F-16. It looks possible to do something like
either of those approaches without adding drag as the inlet area is varied.
Who knows-- maybe it won't work, but then again if someone doesn't try it,
we won't know for sure.

I personally fail to see how this is going to make the car faster. maybe I
am
missing something? How do you propose to change the size of the opening
dynamically, not the actuator method but the inlet size itself mechanically?
How
do you do this with out the same loss in aero? it must be a very convoluted
structure i would think to have a decreasing opening with an associated
change in
overall area. If you use anything like a flat plate or butterfly won't you
still
have all the aero drag associated with the overall size of the structure? If
this
is only to keep the inlet pressure constant wouldn't it just be easier to
place
it in a spot that does not have any ram air in the first place?
