A good question! From my experience, I'd choose the nibbler. It is perfect
for cutting odd- shaped holes and tight- radius inside- curved edges that
are really difficult with other tools. A shear is good for cutting straight
cuts and outside curves but it isn't suitable for holes or tight- radius
inside curves.
The best idea is to have one of each, if possible. That way, you're covered!
