Bill,
Spill plates are air dams that work like a "bundling boards" it tries to keep 
the hi pressure air and the low pressure from getting together prematurely and 
creating a much larger vortex or eddy which has more drag. If the air climbs 
the spill plates like the boys used to jump over the bundling boards a 
premature baby was produced which was also a big drag.
