IMO you have aftermarket side curtains. Years ago some curtains were
manufactured without the wire stiffener in the lower section. The flap
was so you could insert the wire stiffener from your old set of
curtains.

The curtains lower portion of the curtain was made so you could raise it
for hand signalling. Remember that up until the later TDs, roadster MGs
didn't have turn signals.
