Actually the steel rings go on all four rubbers to stop excess mushrooming.

Blair,

Bob is right on the money.  However, I'll add that steel rings are
placed around the lower edge of the bottom grommets, just above the
large flat washer, to reduce any 'mushrooming' effect.
