Basically you just add a second battery and connect the negative
terminal to the frame of the car and the positive lead to the equipment
you want to power. This does not have to be another car battery just a
twelve volt with enough capacity to supply power at your maximum draw.
A pack of NiCad's, NiMH or a gel cell should do the trick unless your
radio can be heard further than your exhaust note.

As long as you don't want to use the cigarette lighter as a cigarette lighter 
the circuit won't have to be very high powered.
