On the subject of electric vacuum pumps Ulix says:

My '84 Olds Delta 88 with 5.7L deisel engine has a mechanical vacuum
pump mounted where the distributor would be to generate vacuum to
operate the EGR, Transmission lock-up torque converter, HVAC doors and
the cruise control. The engine produces no manifold vacuum since there
is no throttle plate. The power brakes boost is done hydraulically from
the power steering.
