 No rumor.  It was used on an experimental basis here in Orange County.  They
were pulling over excessive polluters and offering to fix their polluting
vehicles for free, up to some limit. If they refused, they got to drive
away.  I think they even got the use of a rental car while their polluter
was being fixed.  You can bet that the next step in the use of this device
will not be so benevolent!   I'd be really curious to know what they'd do
with a car old enough to not be a 'pollution-controlled vehicle.'

Fords (when they're not actually on fire), but that's the design!"

  They have used similar devices in Lille, France, for about fifteen years.
They have CO sensors at city intersections, and when they detect an
accumulation in an area, they modify the traffic lights to relieve the
congestion.  Don't ask me how well it works, we just supplied the computers
to run it...
