HI Thomas:

A very effective means of attaching rubber/steel together is to use crazy
glue.  It is even more effective when joining rubber to rubber.  I have
been using a crazy glued engine mount in my Chrysler 300B for over 15
years.  It has resisted all that torque and still is holding.
