I've got similar pumps on both my cars, as well as my son's 73 Midget,
and all have the same, continous pumping, so it sounds like it may be a
characteristic of  the electronic pumps. I have noticed that the sound
changes tone when I run out of gas (I have been known to forget once, er
twice, er....).
The reason for mounting the pump witht he output uppermost, is to aid in
priming the pump. With the inlet on top, the curve the line sometimes
makes, can trap an air bubble and starve the pump.  They don't do air
very well.
