pvc/gulp valves and webers

i have a detoxed '68 midget with a weber downdraft carb on it. there is a
provision to attach the breather tube from the crankcase breather on the
front of the timing cover to the underside of the air filter on the weber.

my question is: should there be a gulp valve in this line? seems on
standard detoxed midgets that there is an inline pvc valve between the
crancase breather and the intake manifold. on the weber kit for a B there
is a provision made for this on the intake manifold, but this is not so for
the midget kit. the PO installed this carb, so i don't have any of the
instructions which may have come with the carb. if anyone has installed a
weber recently and has a phone# for their tech support, i'd like to get
that so i could direct all my weber related questions to them.
