Don,
   If the battery were bad,  the drain path for the cells would be 
internal not external.  ( The battery would go dead just sitting there.)
What you are measureing is a current path to ground somewhere in the
electrical wiring.
   There may be something 'on' that you don't know about, (interior
light, with door open,  light under hood if installed, etc.), or you
could have a wireing or corrosion problem.  (If the ignition key were 
on I'd guess you were feeding the field coil on the alternator or
something.)  Basically it's not the battery, so look somewhere else,
