Michael,

There is no way that compression, ignition, valve timing, etc will affect
the  50mph @4500rpm problem. THis is not to say that these other things may
not ALSO be wrong, but you are working in the wrong order.

On the surface, the gearing should not allow 50mph @4500 rpm, so you need
to investigate:
1. gauges -- are both the speedo and tachometer correct?
2. Clutch -- one suggestion is that this is slipping, but personally, I
think you would notice the clutch urning up if this was the problem.
3. Final drive ratio -- has a prior owner changed the gearing in the diff
(for better performance on hill climbs or autocross, for example?)
4. Are you SURE you are selecting 4th gear?

One of these above issues MUST be causing the problem -- I suggest that you
address these first!
