Key up a search engine and look for SCCA on the net.  Get into the SCCA
national home page.  There they have contact information for all the
local SCCA regions all over the country.  You should be doing hot laps
near home within the month.  Everyone is welcome, you don't have to be a
member, your car must pass a simple safety inspection, and you can
probably borrow a helmet from the local club.

No, but you must have seat belts.  A rollbar is "highly recommended" in
Stock class and Street Prepared class, but not mandatory.  Number one
cause of tech failure is a loose battery, so check the battery hold down
calmp(s) before you go.
