New parts will often be bad. New parts rarely last as long as the original.
Try disconnecting the fuel pump and running the engine till the bowls empty,
then reconnect the pump. The resultant surge of fuel through the wide-open
valve can often shift muck that ordinary running won't. If that doesn't
work you have a duff valve.
