John,

Dereck's carbs are HS4s.  You must be referring to HIF4s.  With the HS carb, you
can see the top of the jet with the air cleaners off and the mixture adjustment
is made with a nut, not a screw.  (I would have thought you could see the top of
the jets on an HIF carb also, with air cleaners removed.).  No need to remove 
the
suction chamber.

But your point is well taken.  Dereck, if you can't see movement of the top of
the jet when you adjust the mixture, apply finger pressure upwards on the bottom
of the jet to make sure it is all the way up against the adjustment nut.  Try
manually moving the choke lever, then releasing it.  The jets should go down,
then return to the full up position.  If not, NOW you can use WD-40!  Not PB
Blaster, not Kroil, not Busty, but good ol' WD-40.
