Grille badge and Voltage stabilizer

Hi all,
    I have a few questions.

   1: what should I use to attach the grill badge to the grill of my '68 'B?
Will epoxy work,or do I need something else?

    2: My brand new voltage stabilizer doesn't work. Until I get it
exchanged, is it okay to just hook the four wires together with maybe a
resistor in there to bump the voltage down to ~9 volts (or whaterver it is)?
