Since my '77 Midget has an automatic choke, and the state of emission control 
in the USA after 1967 required more and more "stuff" to "help" cars be less 
polluting, I would say that a '78 B also had an automatic choke when it was 
imported.

My preference is without question, for a manual choke.  Whether yours is a 
good or bad thing depends on how it is connected and adjusted.  Keep in mind 
that anything can be fixed on these cars, and a choke cable falls in the 
"easy fix" list.
