The cable, or wiper arms possibly slipping is not the cause of your
problem.  If the wiper arm moves on the spindle, the arms now sweep a
different area on the wind screen, or possibly slap the cowl.  They
will still park but in a different location.  If the cable slips
relative to the gears in the wheel box, the effect is the same as the
wiper arms moving on the spindles.  That is the wipers park, but they
will sweep a different area or possibly hit the cowl.

You have no need to go messing about with the wiper arms, wheel boxes,
cable, etc. if the only problem is the wipers stop immediately when
the switch is turned off.  What causes the wipers to actually "park"
by running when shut off until they reach the down postition is
controlled by the internal switch as described by my earlier post.
