In the Garden State they have state-run inspection stations (current
fiasco going on now re: how the contract was awarded!) that are free, or
you can pay a private garage - if you can find one that actually could
afford to by the emissions testing equipment. Next year, when my current
reg expires, I'm going for the historic plates as well, which I believe
eliminate all of the testing and inspections and pose no significant
restrictions.
