Bill, I have a couple of sheets I can fax to you, if you like...
Basically, there is no inspection required. Cost is $33.50 (this was a
couple of years ago...) and registration lasts for 3 years. No special
insurance requirements. You have to give them a couple of photos when you
register the car. The guidelines state that the vehicle must be 'used
solely for exhibition and educational purposes by the owner', although
there is no mileage limit. There is or was also a category called
'collector vehicle' if a car doesn't meet the historic (i.e., 25 years
old) or 'street rod' guidelines. This has a mileage limitation of 3,000
miles per year.

I plan on getting the 'QQ' plates later this year.
