The 78's had a starter realy.  It is the 35mm film can sized thing closest to
the firewall on the right side.  There are four leads.  The black is ground.
Take a voltmeter to the wire from the ignition switch and take a reading when
the key is in the start position.  There should be battery voltage.  If not,
you have a switch or wiring problem there.

If there is battery voltage, try jumping the other two wires (be sure the car
is in neutral).  The starter should engage.  If it does, you need a new relay.
If not, take a voltage reading.  One wire should have battery voltage, the
other nothing.  If there is no voltage, go back and check the wires from the
battery to the relay.  If there is, check the wires to the solenoid.

You can try jumping the wires at the starter.  The starter should.  If not,
take a hammer to it.  Sometimes the brushes are worn, and the pounding will
get it started.  If there is voltage to the solenoid and nothing happens, you
need a new solenoid.  If it clicks, and there is nothing else, get a new
starter.
