The relief valve isn't looking at the pressure in the system.  It's looking
at the differential pressure across the filter media.  In other words, when
the oil pressure is 11 or 15 lbs. higher on the 'dirty' side than on the
clean side the relief valve will allow the oil to bypass the filter media.
