When you say the circuit is OK, I am assuming you mean both circuits, the one
from the switch to the solenoid and from the battery to the solenoid.
Continuity is not enough.  Check the voltage, to large a drop will cause the
splenoid to malfunction..  You can try jumping the battery direct to the
solenoid and see if it works, also you can apply battery volatge direct to the
starter motor and see if it turns.

You can try pounding the starter with a hammer.  If the brushes are worn, it
may allow the starter to operate on a temporary basis.  Just repair it soon

You can replace the solenoid in sito, but with only two bolts, it is much
easier to pull the starter and work on it off the car.
