My hypothesis is the float needle and seats are defective. 
Or, the floats aren't rising enough to stop the fuel flow.

Are the fuel needles and seats correct for the carbs?

Check to verify the needles and seats are closing.

1) Disconnet the fuel lines and remove the float chamber
lids.
2) Turn them upside down complete with the levers, needle
and seat.
3) Check the float lever setting as per the manual
4) Gently blow into the fuel inlet.  It should not leak
air.  If it does then the needles are may not be seating.
5) If it appears the needles are aren't seating go to the
next test

1) Replace one of the chamber lids on the fuel line upside
down.
2) Place a coffee can or bucket under the inverted lid.
3) Turn on the fuel pump
4) No or very little fuel should flow out of the carb float
needle and seat.
5) If fuel flow, try stopping it by gently pressing on the
lever.  It shouldn't take much.  Look to see if the fuel is
coming out somewhere it isn't supposed to.

If the fuel contiues to flow, then the float needle and seat
are deffective or the fuel pressure is too high.  If you've
got a genuine SU pump in the car, the fuel pressure should
be okay.

Check the fuel floats to see if they've gained weight. 
Shake them to see if you can hear fuel sloshing around
inside.  If so, they have leaked and need replacing.

If the float needle and seat, and the float check out,
examine the chamber cover CAREFULLY for cracks.  Someone may
have screwed a seat into it too hard and cracked the cover
internall.y.

The only other possibility is something is keeping the
floats from rising to shut off the fuel flow.  They may be
sticking, catching, hitting an obstruction, etc.
