Bill:

There are several types of float boal holding bolts.  Some use steel and
fiber or copper washers and should definately be rigid.  One type uses
rubber washers instead of the copper or fiber, and will have some flex,
but shouldn't change locations.  The rubbers seals could be bad, or the
wrong components used for the type of bolt used.
