That depends on a number of factors: a tiny gust of wind or a spark
caused by the butt hitting the paving just right might provide the
necessary temperatures. If the lit butt hits petrol it usually will be
extinguished before it can light the petrol. The key word here is
"usually."    ;)

Then, there's always Murphy to consider.
