tuning setup

Well,
Thanks to all for the carb advice, I couldnt' see any leaks from the carb
(fuel pump is another matter).  So, I have the carb back on, and after I take
off the fuel pump again and seal it up, I'm still left to tune the backfiring
engine up.  Because I've checked the timing, and adjusted, readjusted, and
adjusted again the carburettor...
In what order should I set about checking the valves, the timing, the
carburettor, the emissions equipment, etc.?  The engine ran just fine before
the emissions equipment went on, should I take it all off and tune it, then
put in on and retune?
Has anyone been here before?
This is a 79 B, all equipment required, with a ZS.  As of now, it will start,
but won't run very long, seems to miss and backfire.
