need good ground

Hello List:

Being electronically challenged (amongst other) I was trying to get a good
ground to my right license plate light.
 whenever I grounded the light against the bumper the bulb would light up,
when I screwed the shell against the bumper  the bulb would flicker, stay lit
or go off.
 Why can't I get a good ground and what would be the solution to getting a
good ground.
