You may have a virus. I just dealt with rather nasty one on one of my
customer's machines. It would automatically shutdown Norton's when it
attempted to scan and would not allow him to browse to Symantec.com or
mcafee.com (anywhere else, fine). The newer virii are becoming smarter and
will mess with antivirus/spyware programs. The particular virus was called
"Agobot" (see www.sarc.com for details)

If you can browse to any of the antivirus websites, they all have an onlne
virus scanner, try running that. If it doesn't find anything, try the usual
remove/install..
