There should be a sort of large wide rubber band on the inside of the rim
protecting the tube. Electrical tape adhesive gets sloppy when hot, so that
isn't going to work (as you've noticed). I've heard of duct tape being used
with success (but pity the poor slob who has to rebuild the wheel).
