The clue to the headlights should have been the blue tell-tale glowing on
both main and dipped beam :o)

For the horns do the interior lights work?  Including when the horn button
is pushed?  If not could be a problem with the fuse blown or corroded
holder.

If they are OK measuring the voltage at the horn terminals with the button
pushed and released will narrow it right down, but the conditions vary
according to the year.
