The flasher uses a different power source to the headlamp switch, but the
same wiring out to the headlights themselves, so if they main beams come on
with the flasher but not with the main lighting switch and dip-switch, and
the parking lights work, then the problem is in the main lighting switch,
dip-switch, or the blue wire between them i.e. nowhere near the fusebox or
'the thing next to it' which is either the starter relay (aft of the
fusebox) or the ignition relay (ahead of it for 77 model year and on).
Check with a voltmeter for 12v on the blue that goes up the steering
column - there is probably a multi-way connector if you have the flasher -
with the headlights switched on.  If you don't see 12v go back to the main
switch.  If you do then go forward to the dip-switch.
