I would make sure the pistons (in the carbs) are not sticking in one
position. But I think the problem is most likely what Ed and Paul
mentioned - timing, distributer may be off 180 degrees or spark plug
order is off. BTDT.

The rule-of-thumb is to turn the adjusting nuts on HS carbs to the top
(gently) then turn back down twelve flats. That should set the top of
the jet at or very close to top of the carburettor bridge. Engine will
start at that adjustment.
HIFs are more complicated, but if it is HIFs that you sent to Joe,
they are probably pretty close to correct, and I would check everything
else before messing with the carbs.
Is the linkage working both SUs together? Is the fuel flow
adequate?
Vacuum hoses properly routed and not cracked?
