This isn't strictly correct, I think Carl has it.  If the pump has both 12v
and ground connections, but there is a bad connection in the 12v feed such
that it can't deliver enough current to activate the solenoid, then you
*won't* see 12v at the pump terminal but something significantly less.
Likewise if the ground connection is broken, or similarly high resistance,
you will see significantly higher than 0v (i.e. a ground) on the pump body.
If you have 12v on the pump terminal and 0v on the pump body, and it still
doesn't pump, then something else is wrong.  A mechanical blockage in the
carb side of the pipework may allow the pump to give a single click which
you may miss.  Anything else is probably the pump.
