The bushing will snap on to the ball end of the lever.  Very easy and 
straight forward.  Yes the 3 bolts have a shoulder on them that allows 
movement so they are special...The washers are more like a spring, they 
fit in the space the shoulder on the bolt provides so, yes they are 
special too.
