Thought I'd put my two cents worth in on curtains.
I live in Ohio with a two car unheated garage.
I fabricated a light wood frame structure about 7ft high with a length and
width that provides two feet of clearance all the way around the car. The
structure was covered with heavy gauge clear drop cloth material with flaps
on each side and a "roll up" door at one end so a car can be easily driven in
and out.
A small kerosene heater makes the enclosure toasty on the coldest of days and
a electric heater works well down to about 45F. 
The enclosure was designed to provide the smallest heating space and can be
slid around on the floor to provide maximum room at whatever end or side of
the car you are working on and can easily be modified for use as a paint
booth in the warmer weather.
I keep a fire extinguisher in the enclosure and avoid spraying flamable
substances near the heater. The flaps and other small openings provide
sufficent ventilation.
Total cost for materials was about $150 not including the heater.
