A previous owner of my '68 4 seater installed belts in the back by
attaching the anchors to the sheet metal bottom plate under the seat
cushion.  

That doesn't offer a LOT of confidence since the plate is only held in
place by two bolts along the front and the tabs on the fuel tank at
the rear.  A more substantial solution would be to install a steel
cross piece above the tank but below the seatback (attached to the
plywood wheel wells I suppose) and anchor the belts on that.

On my '62, I am installing the crosstube for a tubular shock
conversion and have pondered using that as a seat belt anchor in some
way.
