Sounds like you're charging OK.  13VDC is about right.  You need to do load 
tests on the battery.  The generator can charge all day, but a damaged 
battery will not hold a charge.  A shorted cell can ruin your day.
Take it down to Sears and have them do a diagnostic test on the charging 
system.
I had a similar problem and decided to have Sears look at it (drive-up 
service).
I came to find out that I had a shorted cell.

Well, I jumped it, got it started, and watched the voltage regulator.  No
activity, although I measured 13 volts at the battery wire coming off the
regulator, and 13 volts at the ammeter.  Does this mean anything?
